Aside from a well-known figure in ASEAN affairs, the ASEAN Executive Director, Dr. Makarim Wibisono, is also an expert on global challenges in world affairs. Dr. Makarim Wibisono was requested to deliver a training on international negotiation skill in Bogor, Indonesia.
Dr. Makarim Wibisono put out that environment had been indeed becoming a global issue. In line with this development, environmental diplomacy had become a separate discipline to master in winning the negotiation on environmental issue. Coupled with the shifting trend in global negotiations where it was becoming more technical rather than normative, line ministries, Ministry of Environment in this case, would play significant roles in the international environmental diplomacy. Further, Dr. Makarim Wibisono stated that negotiators must have the basic presumptions that all parties sought good relationship around the world and friendship and had the willingness to cooperate. In order to succeed a negotiation, one must have adequate preparation which is simple and specific, yet flexible, and must be able to listen effectively to the other party to see the relationship of other party thinking to his plan and to adjust flexibly.
Organised by the Indonesian Ministry of Environment on 16 May 2012, this training aimed to build the capacity of its resources in the international agreement negotiation skill. Together with Dr. Makarim Wibisono, a number of other experts were also present as resource persons, among others, Ambassador Wisber Loeis and Ambassador Boer Mauna. These three individuals have developed a long history with ASEAN affairs, in particular, in this case, with the ASEAN Foundation. Ambassador Wisber Loeis was the first Executive Director of the ASEAN Foundation that had endeavoured to keep the ASEAN Foundation operationalised during its early years. While Ambassador Boer Mauna was once the Indonesian delegation to the ASEAN Foundation Board of Trustees meetings.
