VACANCY ANNOUNCEMENT
The ASEAN Foundation (AF) is an inter-governmental, non-profit organisation established by the ten ASEAN Member Countries (Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Viet Nam) with the mandate to promote greater awareness of ASEAN among the general public, and help address poverty and socio-economic disparity issues in the region. It now invites applications from nationals of ASEAN Member Countries residing in Indonesia for the following career position.
PROGRAMME COORDINATOR
Primary Responsibilities:
- Coordinates and manages programmes and projects including appraisal, facilitation during implementation, monitoring and evaluation as well as reporting of technical, financial and public awareness aspects;
- Develops or designs new projects and activities beneficial to the AF in line with its mandates;
- Coordinates and manages the production of reports, profiles, media releases, and other materials for the promotion of the AF to various stakeholders and audiences;
- Assists in resource mobilization, fund-raising, and partnerships development of the AF;
- Represents the Foundation in meetings, ceremonies and seminars, as assigned by the Executive Director;
- Performs other duties related to the functions of the Foundation that may be assigned by the Executive Director.
Qualifications:
- Holds a relevant university degree, preferably at Masters level;
- At least five years of work experience in managing regional projects or activities in the fields of social development, environment, science and technology, and/or culture and information. Work experience in communications, media-related, partnerships development, resource mobilization and fund-raising activities would be an advantage. Knowledge of ASEAN matters would be a plus;
- Excellent English communication skills (written and spoken);
- A team player who is able to work with minimum supervision, in a fast-paced, multi-cultural and multi-national environment;
- Willing to travel when required and at short notice;
- Computer literacy especially in word-applications, spreadsheet, presentation and internet.
Conditions:
The selected candidate shall be offered the post for a probationary period of three months. Upon successful completion of the probationary period, he/she will be given a three-year contract, inclusive of the three-month probationary period.
Remuneration:
Starting/minimum basic salary: Rp.10-15 million per month, depending on qualifications and previous experience. Other benefits include bonus, transportation, and medical allowances.

1. PROGRAMME OFFICER (PO)
DUTIES and RESPONSIBILITIES
Under the general guidance and the supervision of the Programme Coordinator (PC), the Programme Officer will perform the following duties and responsibilities:
- Assists the Programme Coordinator in programme coordination and development, fund raising and public awareness activities;
- Provides effective support in the technical appraisal of project proposals, as well as monitoring, evaluation and impact assessment of project implementation;
- Assists in the preparation of working papers, correspondences, reports and other required materials for various purposes including the servicing of meetings;
- Assists in the preparation of work plans and publication materials for the promotion of the AF to various stakeholders and audiences;
- Represents the Foundation in meetings, ceremonies and seminars as assigned;
- Helps initiate and suggest projects and activities that are beneficial to and in accordance with the mandate of the Foundation;
- Assists the Programme Coordinator in the technical, administrative and financial aspects of special events and activities of the Foundation
- Maintains and fosters conducive working environment for stronger team-work, team-building and improved productivity within the organisation;
- Assists in updating the AF website and relevant databases periodically;
- Performs any activity related to the functions of the Foundation that may be assigned by the Programme Coordinator and/or Executive Director.
QUALIFICATIONS
- At least a university degree, preferably at Masters level.
- Minimum 3 years of relevant experience at the national or international level in development-related and/or program management areas. Knowledge in Information and Communication Technology (ICT) development, communications, media and/or fund raising would be an advantage.
- Excellent English verbal and written communication skills and computer literacy. Website management experience would be desirable.
- Good interpersonal and organizational skills and ability to work with minimum supervision in a fast-paced, multi-national and team player environment.
- Willing to travel when required and at relatively short notice.
2. ADMINISTRATION/HUMAN RESOURCE OFFICER
(ADMIN/HR)
DUTIES and RESPONSIBILITIES
Under the general guidance and the supervision of the Finance, Administration and Personnel Coordinator (FAP Coordinator), the Admin/HR Officer will perform the following duties and responsibilities:
- Assists the FAP Coordinator in administrative and general affairs activities of the Foundation;
- Directly manages human resource/personnel administration matters of the Foundation;
- Assists in ensuring effective administrative and logistical support;
- Works with vendor or third party related to purchasing of goods and services;
- Actions related to maintenance of office equipment and office facilities, keeps track of inventory and ensures timely replenishment;
- Together with the related staff, arranges meetings, events, and ensures that the flow of documents, calls and guest are handled properly;
- Supervises directly the support staff on a daily basis;
- Performs other duties as assigned by the FAP Coordinator and the Executive Director.
QUALIFICATIONS
- Management education background at university level.
- Minimum three years of relevant administrative and human resource/personnel work experience.
- Computer literacy especially in word-processing and spreadsheet.
- Familiar with government or diplomatic administrative/bureaucracy issues.
- Good interpersonal skill and ability to work with minimum supervision.
- Knowledge of ASEAN matters, administration management, and HR/Personnel management would be an asset.
3. INFORMATION TECHNOLOGY SUPPORT ENGINEER
(IT SUPPORT ENGINEER)
DUTIES and RESPONSIBILITIES
Under the general guidance and the supervision of the IT System Engineer, the IT Support Engineer will perform the following duties and responsibilities:
- Supports and maintains computer and other IT equipment;
- Sets up and maintains Internet servers, eg. Web servers, FTP servers, DNS servers, File servers, Database servers, Email server, etc;
- Troubleshoots networking problems (cable, WiFi);
- Maintains and monitors internet connection reliability;
- Helps IT System Engineer in updating websites;
- Provides backup data for servers and all staff;
- Maintains and updates AF’s computers/laptops software;
- Supports Web Hosting partners for their inquiries;
- Supports activities/events of AF ICT related projects;
- Develops and maintains AF library system;
- Performs other related activities as directed by the IT System Engineer and the Executive Director.
QUALIFICATIONS
- Holds a computer science education background at university level.
- Three years of relevant work experience, preferably on IT system development and networking.
- Knowledge in multi-platform environment (Linux and Windows), setting up web server, FTP server, File server, Database server, Email server, and back up system is a must.
- Experience in developing web application using PHP will be an advantage.
- Good interpersonal skill and ability to work with minimum supervision.
