ASEAN Digital Innovation Programme


Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among the people of ASEAN. It was of this concern that ASEAN leaders established ASEAN Foundation in Jakarta, Indonesia, at ASEAN’s 30th Anniversary Summit in Kuala Lumpur, Malaysia, on 15 December 1997.

The ASEAN Foundation is an organisation from and for the people of ASEAN. The Foundation exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN.

In 2019, the Foundation is partnering with Microsoft to implement the ASEAN Digital Innovation Programme focusing on capacitating underserved youths on digital skills and computer science in seven ASEAN Member States (Cambodia, Indonesia, Malaysia, Myanmar, Philippines, Thailand, and Viet Nam). Also, the Programme is supporting the ASEAN priorities on ASEAN Work Plan on Youth and Education 2016-2020 and ASEAN ICT Master Plan 2020.

The programme targets 46,000 underserved youths aged 15 to 35 to be equipped with digital skills that will allow them to thrive in industrial revolution 4.0. To achieve this objective, 520 educators will be identified and trained on how to deliver computer science training by harnessing a specially developed tool kit. From a total of 46,000 beneficiaries, 60% of them will be underserved young women.

One of the key instruments of the programme is a website by the name of Future Ready ASEAN, which will be developed as an online platform that will enable youth to learn about digital skills and computer science. In the long run, the Future Ready ASEAN website will serve as a sustainable nerve centre of online training on digital skills for underserved youths in ASEAN. The website will also feature success stories (videos preferably) of female beneficiaries of the initiative.

With that in mind, the ASEAN Foundation is looking for a qualified consultant with excellent track records in developing an integrated e-learning platform that is inclusive and gender responsive.


Under the supervision of the Communication Manager of the ASEAN Foundation and under the guidance of the Executive Director of the ASEAN Foundation, the Consultant will work closely together with Communication Consultant and Project Officer of the ASEAN Digital Innovation Programme to undertake the following assignments:

  1. Develop information structure and online-based learning journeys for the website
  2. Provide design recommendations that are best fit for the website
  3. Create visual elements that are inclusive and gender responsive
  4. Produce designs that comply to the branding guideline of the ASEAN Foundation and Microsoft
  5. Ensure the performance, quality and responsiveness of platform
  6. Identify and fix bottlenecks and bugs


It is a remote duty station consultancy with the duration from 15 April 2019 to 31 December 2019.


The consultant is expected to come up with the following deliverables along with their specified timelines:






Final dummy of platform

19 April 2019

Revisions might be required; thus, it is advised first dummy of the platform be submitted by 19 April 2019


Launching the platform

25 April 2019

25 April 2019 is marked as International Girls in ICT Day thus we expected this platform can be launched.


Maintains and enhances the quality of platform

25 April – 31 December 2019

During this period, the consultant is expected to maintain and enhances of information, visual and information design, content creation, ensure the performance, quality and responsiveness of platform and identify and correct bottlenecks and fix bugs


Final report

20 December 2019

Final report related to web development and the process, including the traffic of the platform


All information pertaining to this assignment belong to the ASEAN Foundation. Meanwhile, duties under this assignment shall remain the property of the ASEAN Foundation and Microsoft who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.


  • Certified as Microsoft training/learning partner
  • Has regional experience/outreach in South East Asia
  • Has work experience with Philanthropies’ programs/projects
  • Has strong expertise in training digital skills especially computer science for adults/youths both in-person and online training
