TERMS OF REFERENCE FOR CONTENT EDITING (CONSULTANCY)

1. Background – About AFOSP

The ASEAN Foundation (AF) is an organisation from and for the people of ASEAN. The Foundation was established by the ASEAN Leaders in December 1997 at the ASEAN’s 30th Anniversary Commemorative Summit with the vision to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. The ASEAN Farmers’ Organisations Support Programme (AFOSP) is an EU and IFAD Grant funded multi-stakeholder project (2015-2019) that aims to improve the livelihoods and food security situation of smallholder farmers and rural producers in ASEAN countries. Its main objective is to strengthen the institutional and operational capacities of farmers’ organisations (FOs) in the region and to promote policy dialogues and interactions at all levels under the flagship of Mid Term Cooperation Programme Phase 2 (MTCP 2).

The AFOSP-Engaging with ASEAN mainly supports the activities under MTCP-ASEAN. The role of AF is to promote policy dialogue and interactions between MTCP-ASEAN FOs and the ASEAN level institutions. The overall mandate of AF is to help actualise and energise the ASEAN Blueprint 2025 especially the ASEAN Economic Community (AEC). Specifically, the key role of AF is to bridge the coordination between the relevant sectoral ASEAN bodies, such as the ASEAN Ministers Meeting on Agriculture and Forestry (AMAF) and ASEAN Ministers Meeting on Rural Development and Poverty Eradication (AMRDPE); and to facilitate the engagement and participation of FOs under MTCP-ASEAN in the regional policy-making processes.

2. Justification

Approaching the end of project implementation in September 2019, AFOSP implemented by the ASEAN Foundation requires a consultant who will play an important role in editing the final reports and documenting achievements in a proper dossier to be submitted to the donor (Asian Farmers’ Association/AFA – IFAD). For this reason, a qualified content editor with a number of years of experience in writing report, for not for profit organisations, is required.

3. General Objective

The objective of the consultancy is to have projects reports and executive summaries that are accessible to the general public in a readable manner.

The content editor consultant will report to the Executive Director and will work closely with the Communication Officer (CO) and Programme Support Officer (PSO) of the AFOSP. All information and supporting documents will be provided by the Communication Officer and PSO. To ensure good coordination with the AFOSP Team, the Consultant is also expected to visit the office once a month. The attendance arrangement will be in consultation with the Executive Director and HR Division.

4. Tasks of the Consultant

The editor consultant will perform the following tasks:

  • Edit, copyedit and proof-read the draft of the deliverables and produce a final version that will be ready for design and publication. The editing process will include a revision of the current text with tables and figures to achieve an optimal flow of information and presentation of the findings. The editing process might entail substantive re-drafting and synthetizing of parts of the existing text in order to make the report more readable and understandable to non-expert audiences. Design of the report is not included in the tasks of this consultancy.
  • Identify key messages to be extracted from the draft of the deliverables into two pages of Executive Summary, including:
  • Ensuring their technical soundness based on the evidence presented in the body of final proceeding
  • Key points for recommendation

The duration of assignment will be from 17 June – 20 December 2019

6. Qualification, Experience and Skills

  • University degree in communications, social sciences or other related fields
  • Minimum requirement is three years of demonstrated experience in writing content related to international development
  • Preference is for candidates with demonstrated experience in producing NGO/not-for profit marketing material, including annual reports
  • Previous results-based Annual Report writing experience
  • Previous experience in copy-editing and fact-checking
  • Demonstrated strong writing and editing skills and attention to detail
  • Superior English-language skills, of publication standard
  • High level proficiency in standard computer software, in particular, Microsoft word and Excel
  • Diplomacy, willingness to respond to suggestions within the review and feedback process
  • Strong interpersonal skills and ability to engage and interact with diverse people
  • Ability to listen and commitment to produce the agreed deliverables, as articulated by the client

7. Remuneration and Schedule of Payments

The price proposal should indicate a “lump sum amount” which is “all inclusive” for the tasks specified in the terms of reference. Payments will be made upon submission and approval of deliverables as above, and certification by the Executive Director. The amount will depend on the abovementioned deliverables and supporting documents completed by the consultant and accepted/approved by the Executive Director. Outputs should be delivered within the agreed timeline. Without submission and approval of deliverables, the Consultant shall not receive any payment s/he invests time for this assignment.
