Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness, and contact among people of ASEAN. It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997. After its establishment, the ASEAN Foundation has been tasked to support ASEAN’s community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia, and other stakeholders in ASEAN.

We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community. We work in four thematic areas of education, arts and culture, media development, and community building. We provide support in the form of scholarships, fellowships internships and exchanges. We organize meetings, conferences, roundtables and workshops in support of the ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. For more information, visit:


Media relations and social media are regarded as key instruments in building and maintaining the reputation of ASEAN Foundation. The performance of both have been very encouraging in the past year as our presence is getting stronger across the 10 ASEAN Member States. These are evidenced from over 250 news articles mentioning about the ASEAN Foundation and its initiatives as well as the rapid growth of our social media followers, which have now reached a total of 102,000 followers.

In 2019 the communication efforts will be intensified as we will implement new initiatives that encompass the ASEAN region. Media relations and social media campaign will once again play an important role in the communication strategy of the organization, and for this reason it has become necessary to complement our communication efforts with a reliable media and social media monitoring function that is able not only to measure the effectiveness of our overall communication activities, but also to generate insights that will be useful to leverage trends to create a stronger, more engaged audience.


To provide comprehensive services such as media and social media monitoring, social media listening and social media management for 1 year by a reputable media and social media company/agency


A one-year subscription to a reputable media and social media agency that enables us to:

  • Track the number of news articles mentioning ASEAN Foundation and its initiatves as well as identify the tone of news articles;
  • Listen to what our stakeholders say about our initiatives on social media platforms and harness that insights to improve our communication efforts;
  • Leverage trends to build a stronger, more engaged audience;
  • Connect seamlessly with our social media followers and maintain good rapport with them;
  • Generate and document key figures on social media performance, such as reach, impression, engagement, etc.
  • Schedule social media posting with ease.


  • Global Online News & Social Listening:
  • Provide access to at least 2 users to conduct online news’ tracking through a comprehensive search category and user-friendly dashboard;
  • Able to monitor online news about ASEAN Foundation and its initiatives in Indonesia and around the world;
  • Keep track of what our audience say about ASEAN Foundation and its initiatives on Instagram, Facebook, Twitter, YouTube, blog, forum, and interact with our audience to encourage meaningful social interaction;
  • Get access to instant notification via mobile app;
  • Able to generate key figures on AVE, SOV, Media Exposure, Potential Reach (news), Social Reach, etc. through use-friendly management dashboard

  • Social Media Management
  • Allow the management of at least 5 social media profiles;
  • Provide access to social media’s key figures such as impression, reach, etc. to assess the overall social media performance;
  • Able to schedule social media posting through integrated apps.

  • Day-to-day Technical Support during Subscription Period


The successful agency will enter into a Special Service Agreement from 1 January to 31 December 2019. During the period of the contract, the agency is expected to assign one designated PIC to coordinate with the Communication Manager of the ASEAN Foundation.


All information pertaining to this assignment belong to the ASEAN Foundation, which the consultant may come into contact with in the performance of his/her. Duties under this assignment shall remain the property of the ASEAN Foundation who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.
