ASEAN Learning Series and Policy Engagement on Agricultural Cooperative (ALSPEAC) Inclusive Coffee Value Chain
Yogyakarta, 19-21 July 2017
ASEAN Farmers’ Organisation Support Programme (AFOSP) is an EU-IFAD Grant funded multi- stakeholder projects that aims to improve the livelihood and food security situation of smallholder farmers and rural producers in ASEAN Countries. The programme consists of two major components of the Regional Policy Dialogue (Medium term Cooperation Program Phase II and Regional Policy Dialogue/MTCP 2) and Farmers Fighting Poverty (FFP). The main stakeholders of AFOSP are the Asian Farmers’ Association for Sustainable Rural Development (AFA), La Via Campesina (LVC), the ASEAN Foundation (AF), and participating ASEAN Farmers’ Organisations (FOs).
The ASEAN Learning Series is a continuation of the ASEAN Learning Route (ALRAC). The 2017 ALSPEAC will be organised in Yogyakarta, Indonesia on 19 – 21 July 2017. The three-day event is specifically designed to facilitate learning exchange on the inclusive coffee value chain. It is expected to encourage strategic alliance among the farmers’ cooperatives, policy makers, and private sectors as well as to promote collective marketing under the ASEAN Centre for the Development of Agricultural Cooperative (ACEDAC) coordination. The expected outputs from ALSPEAC 2017 are:
- Common Vision: Seven national networks/focal points of Coffee Agricultural Cooperatives that would bring unified participation of coffee cooperatives in the national and regional coffee dialogues;
- A comprehensive case study on AFOSP Coffee Farmers’ Cooperatives;
- A Coffee Farmers’ Cooperatives directory serves as a baseline data for ACEDAC.
ALSPEAC will focus on ASEAN Coffee Value Chain Participation and common interest among cooperatives, government, and private sector to reach common vision.
Rationale of the Workshop:
What are the big challenges for agricultural cooperatives to participate in the Global Coffee Value Chain, key successes to sustain the competitive coffee value chain, and how cooperatives should manage their institution, partner with private sector, and access to finance/investment support. There are numerous international, regional, and local initiatives dealing with questions like this.
Wikikopi Jogja is a business platform under the cooperative format. Wikikopi focuses to educate the value for coffee fermentation. The interaction among farmers and their products and coffee farms and farmers with end users (brewers) is also highlighted. In return, farmers are able to appreciate their coffee beans and it will motivate them to position the bargaining level.
The audience will have an overview of the objectives and major areas of activities of the participating alliances. The Workshop will identify potential areas of collaboration towards the sustainable coffee value chain development in ASEAN under the flagship of ASEAN Centre for the Development of Agricultural Cooperatives (ACEDAC). Next step for each agenda will be developed in the discussion. Conclusion will be presented to the agenda for further consideration and action.
- Oral presentation of approximately 30 minutes either in Indonesia or English
- Answering the questions following his/her presentation and participating in the panel debates
- Preparing a set of recommendation in relation to the issues in the expert’s presentation and contributing to finalise the recommendation at the outset of seminars
- 8 farmers representative from ASEAN Countries (excluding Indonesia)
- 11 Indonesia coffee farmers (Gayo, Bengkulu, Lampung, Java, Flores, and Toraja)
- 7 government representatives from ASWGAC
- 6 stakeholders from Asian Farmers Association, La Via Campesina, and CSA Belgium

- Coffee expert from ASEAN Standards on Horticultural produce
- Private sector such as Nestle, Olam, VECO, Indofood
- Relevant institutions such as Garden Investment and many others

Renting equipment for Brewing and Cupping session is on 19 July 2017 and 21 July 2017 with IDR 1,500,000 per day total of IDR 3,000,000. Organizers will rent coffee equipment:

Time-frame and Fees:
The speaker will perform her/his duties on specific agenda. The support will be given in the form of:
- Fee speaker for one session of IDR 1,500,000.
- Renting equipment of IDR 3,000,000
- Payment will be transferred to the speakers’ bank account.
