Three decades after ASEAN was established, ASEAN leaders recognized that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The ASEAN Foundation is an organisation from and for the people of ASEAN and exists because of one vision: to build a cohesive and prosperous ASEAN Community. As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. In order to support the Foundation to pursue its mandate, a well-designed communication strategy has been developed. One of the strategic communication activities that is currently being leveraged is improving the Foundation’s online presence. Therefore, to ensure high visibility of the Foundation amongst its various stakeholders and broader audience, the Foundation’s website as the main communication platform needs improvements in some areas. As a number of projects and initiatives have been established and implemented, the Foundation’s online media is required be updated and strengthened to better promote these initiatives.

Under the Foundation’s thematic area of education, the ASEAN Foundation is extending its strategic partnership with SAP to implement the ASEAN Data Science Explorers (ADSE) competition, an initiative that aims to enhance awareness and appreciation of an ASEAN Community among young people through digital literacy intervention that will be achieved through a data analytic competition targeting university students across the ASEAN region.

A mini website http://www.aseandse.org has been developed to highlight the initiative as well as to provide comprehensive information on the initiative for both the targeted participants and broader audience. The website will be updated to get it suitable with the revised model of ADSE 2018.

Meanwhile, the ASEAN Foundation will continue to organise its fourth ASEAN Foundation Model ASEAN Meeting (AFMAM). A mini website http://modelasean.aseanfoundation.org/ has been already developed as the main online platform to promote the initiative and offer information on AFMAM. The mini website needs to be updated regularly in preparation for the fourth AFMAM.

In addition, in 2017, the ASEAN Foundation received a grant from the US Agency for International Development (USAID) to implement the ASEAN Science & Technology (S&T) Fellowship Programme; an initiative that aims to strengthen more cross-sectoral placement of Fellows in line ministries other than S&T, the programme will also encourage appropriate talent and application of scientific inputs into policy making in S&T, and promote more cross-sectoral approach to apply evidence-based policymaking. Since the programme will commence in January 2018, the website development, maintenance and its registration system to receive applications for the fellowship is required.

Besides the project website, the ASEAN Foundation’s website www.aseanfoundation.org needs to be revamped to look more attractive, and become a platform to provide information for all projects/programmes of the Foundation.


Reporting to the Communications Manager of the ASEAN Foundation and coordinating with the programme team, the Web Developer will be responsible for proposing, developing and implementing all elements of the front-end user interface for several web-based initiatives. The web developer will undertake the revamping the ASEAN Foundation website including developing the S&T Fellowship registration portal for application submission and information as well as maintaining the Foundation’s two mini websites for ASEAN Data Science Explorers (ADSE) and ASEAN Foundation Model ASEAN Meeting (AFMAM) as well as updating and re-formatting the registration portals of the two initiatives.

In carrying out the assignment, the web developer will also need to liaise with programme staff to understand users’ needs and identify corresponding user interface requirements, work flows and functionalities.

In order to be suitable for this position, the candidate must have knowledge of and proven ability in website development as well as demonstrate creative approach to visual and/or multimedia presentation of information. Additionally, the candidate must possess professional competence and mastery of subject matter; be conscientious and efficient in meeting commitments, observing deadlines and achieving results.

Candidates should demonstrate their qualifications and proven experience in graphic design and technical implementation of user interfaces in a web-based environment. The candidate should possess a track record of developing websites on time and as planned, that respond to contemporary global design, are use friendly and easy to maintain.


  • Undergraduate degree in web design, multimedia, IT, computer science or other related areas
  • Computer literate and advanced skill of web technologies and programming (FTP, browsers, HTML, data files, PHP, Javascript and CSS)
  • Solid understanding of the concepts of user experience, user interface design principles and conceptual design
  • Experience using packages like Excel and Photoshop
  • Familiar with Word Press and Bolt
  • Familiar with data management, programming, digital imaging, and multimedia design
  • Previous experience of website development
  • Prior experience with the ASEAN sectoral bodies would be an advantage
  • At least 3 years of professional work experience in web design
  • Eye for design and attention to details are essential
  • Have experience of developing website under USAID ADS Chapter 320 (Branding and Marking), is a plus


The duration of the consultancy is 12 months, on a retainer basis starting from January to December 2018. The estimated timeframe does not reflect the actual number of days worked but the necessary time needed to complete those tasks. This is home-based and there may be occasions where the consultant will need to spend time at the ASEAN Foundation to complete the assigned tasks


Proposals must be expressed in a monthly lump sum. This amount must be “all inclusive”. Payment will be effected upon submission a Time Sheet by the consultant, duly approved by the consultant’s supervisor, which shall serve as the basis for the payment of fees as per the scheduled deliverables identified in the expected outputs for this Assignment above.
