Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN.

It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.

After its establishment, the ASEAN Foundation has been tasked to support ASEAN’s community building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia and other stakeholders in ASEAN.

We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community.

We work in four thematic areas of education, arts and culture, media development and community building. We provide support in the form of scholarships, fellowships internships and exchanges. We organize meetings, conferences, roundtables and workshops in support of the ASEAN Community.

As an ASEAN’s body, the Foundation is tasked to support ASEAN mainly in promoting awareness, identity, interaction and development of the people of ASEAN. For more information, visit: https://www.aseanfoundation.org


In order to support the Foundation to pursue its mandate, a well-designed communication strategy has been developed. One of the communications strategic activities is currently being leveraged to improve the Foundation’s online presence. Therefore, to ensure high visibility of the ASEAN Foundation amongst its various stakeholders and broader audience, the Foundation’s website as the main communication platform needs to be improved in some areas.

In 2017, the ASEAN Foundation partnered with the US Agency for International Development (USAID) to implement the ASEAN Science & Technology (S&T) Fellowship Programme; an initiative that aims to strengthen more cross-sectoral placement of Fellows in line ministries other than S&T, the programme also will encourage an appropriate talent and application of scientific inputs into policy making in S&T, and promote more cross-sectoral approach to apply the evidence-based policymaking.


The web developer will report to the Communication Manager, and will work closely with the Senior Project Officer of S&T Fellowship and the Programme Manager on the contents during the website development and its online registration system. Also, the Web Developer will be responsible on the maintenance of the website.

To fit in for the position, the candidate must have knowledge of and proven ability in website development as well as demonstrate creative approach to visual and/or multimedia presentation of information. Additionally, the candidate also must possess professional competence of the subject matter; be conscientious and efficient in meeting commitments, observing deadlines and achieving results.

An experienced web developer, who can work in a tight time frame. The developer shall have a track record of developing websites on time and as planned, also user friendly and easy to maintain.

Specifically, the web developer should have the following qualification;

  • Undergraduate degree in web design, multimedia, IT, computer science or other related areas
  • Computer literate and advanced skill of web technologies and programming (FTP, browsers, HTML, data files, PHP, Javascript and CSS)
  • Experience using packages like Excel and Photoshop
  • Familiar with Word Press and Bolt
  • Familiar with data management, programming, digital imaging, and multimedia design
  • Previous experience of website development
  • At least 3 years of professional work experience in web design

Have experience of developing website under USAID ADS Chapter 320 (Branding and Marking), is a plus


The duration of the consultancy is 12 months, on a retainer basis starting from 2 January to 31 December 2018.


The time required for the consultancy is estimated from 2 January 2018 to 31 December 2018 on a retainer basis. It is estimated that the duration of the assignment is around 240 days. The estimated timeframe does not reflect the actual number of days worked but the necessary time needed to complete those tasks. This is home-based and there may be occasions where the consultant will need to spend time at the ASEAN Foundation to complete the assigned tasks.


Proposals must be expressed in a monthly lump sum. This amount must be “all inclusive”. Payment will be effected upon submission a Time Sheet by the consultant, duly approved by the consultant’s supervisor, which shall serve as the basis for the payment of fees as per the scheduled deliverables identified in the expected outputs for this Assignment above.
