Background
Three decades after ASEAN was established, ASEAN Leaders recognised that there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN.
It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.
After its establishment, the ASEAN Foundation has been tasked with supporting ASEAN’s community-building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia, and other stakeholders in ASEAN.
We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community.
We work in six thematic areas: arts and culture, business and community engagement, education, environment, media development, and community building. We provide support through community projects, trainings, scholarships, fellowships, internships, and exchanges. We also organise meetings, conferences, roundtables, and workshops in support of the ASEAN Community.
Position Summary
About the programme
The ASEAN Foundation, with funding support from Google.org, is implementing the Anti-Scams Programme to address the increasing threat of online scams and cyber fraud across ASEAN and Timor-Leste. The programme will expand access to scam prevention resources, deliver large-scale training, foster regional policy dialogues, and implement a regional social media campaign. It aims to reach 3 million people with digital safety resources, certify 2,000 Master Trainers, and equip 550,000 end beneficiaries with the skills to recognise and respond to scam.
The Project Officer will provide day-to-day programme coordination and technical support to ensure the smooth delivery of project activities. Working closely with the Senior Project Officer and under the supervision of the Project Manager, the Officer will focus on programme delivery, partner coordination, communications, and reporting contributions.
Functional Relationship
Develop and maintain effective, collaborative relationships with the following:
Internal (within Post)
- Executive Director
- All Official Staff of the ASEAN Foundation
External (outside Post)
- Implementing partners;
- Donor, Partners and Government Institutions;
- NGOs;
- Media; and
- Others.
Roles and Responsibilities
Programme Support:
- Assist in the preparation and delivery of training sessions, workshops, and project events.
- Support coordination with local implementing partners (LIPs) for activity rollouts and follow-up.
- Monitor activity progress and escalate implementation challenges to the Senior Project Officer.
Stakeholder Engagement:
- Maintain regular communication with trainers, participants, and community stakeholders.
- Support the organisation of consultations, LIP activities, and training activities (content and coordination aspects, not logistics).
- Take meeting minutes and prepare short briefs as needed.
Monitoring, Evaluation, and Reporting:
- Draft inputs for quarterly and annual reports in coordination with the Senior Project Officer and M&E Officer.
- Maintain project activity records in line with donor requirements.
Communications:
- Draft short updates, stories, or social media content related to project activities.
- Provide content and documentation support (event photos, success stories, participant testimonials) for visibility purposes.
Education and Experience
Essential Qualifications and Skills:
Education
- Academic Background: Bachelor’s degree in project management, International Development, Public Policy, Social Sciences, or related fields.
Experiences
- At least 2-3 years of relevant experience in project implementation or coordination.
- Experience working with NGOs, development organisations, or community projects.
- Exposure to donor-funded projects is desirable.
- Knowledge of digital literacy or online safety initiatives is an advantage.
Skills and Competencies:
- Strong organisational and coordination skills.
- Good communication skills in English (knowledge of an ASEAN language is an asset).
- Ability to manage multiple tasks and meet deadlines.
- Proficiency in Microsoft Office and virtual collaboration tools.
- Team-oriented and culturally sensitive.

Remuneration and Benefits
A monthly salary range of IDR 13,000,000 – IDR 15,000,000, exclusive of benefits, will be offered commensurate with the candidate’s experience and qualifications. Annual salary increments may be granted, subject to the supervisor’s performance assessment ratings and in accordance with the internal policies of the ASEAN Foundation. The successful candidate is expected to take on duties as soon as possible.
