BACKGROUND 

Three decades after ASEAN was established, ASEAN leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN. It was of this concern that ASEAN leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Summit in Kuala Lumpur Malaysia on 15 December 1997. The Scam Ready ASEAN Programme is a two-and-a-half-year regional programme implemented by the ASEAN Foundation with support from Google.org. This programme empowers youth, parents, caregivers, and the elderly across ASEAN to recognise, detect, and avoid online scams and fraud through gamified learning, community training, and regional cooperation. It aims to train 2,000 Master Trainers, who will in turn educate and empower over 550,000 community members through localised learning and outreach activities, while also engaging 3 million users through the Be Scam Ready game. The initiative fosters digital confidence, encourages safe online behaviour, and nurtures a culture of looking out for one another to build a scam-resilient ASEAN community.

To support the campaign’s visual and promotional efforts, the ASEAN Foundation is seeking a Graphic Design Consultant to develop high-quality and engaging materials that clearly convey key messages to diverse audiences.

POSITION SUMMARY

Under the supervision of the Senior Communications Officer for Scam Ready ASEAN, and with guidance from the Project Manager and Head of Communications of the ASEAN Foundation, the Graphic Design Consultant will be responsible for advising on, developing, and executing visual design concepts that effectively balance functionality with aesthetics.

The Consultant will play a key role in ensuring that all design outputs, whether digital or printed, clearly communicate the programme’s messages, engage target audiences, and 

align with the branding guidelines of the ASEAN Foundation and its partners. This includes producing materials for social media, website, reports, presentations, event branding, and other campaign collaterals.

TASK OF THE CONSULTANT

The Graphic Design Consultant will be responsible for:

  • Conceptualising and executing design projects across various platforms (social media, digital, multimedia, print).
  • Creating engaging layouts and visuals for posts, brochures, presentations, infographics, and communication materials.
  • Maintain an organised and transparent workflow for file management and collaboration, ensuring all design deliverables are properly documented and tracked in shared folders (Google Drive/Sheets). 
  • Producing consistent and brand-aligned visual content that supports campaign objectives.
  • Keeping up with design trends, particularly in public awareness and scam-focused campaigns.
  • Managing timelines and ensuring timely delivery of all design outputs.
  • Revise and refine designs based on feedback and iterate to achieve optimal results. 
  • Collaborating with the programme team to ensure consistency and quality of deliverables.

EXPECTED OUTPUTS

The Graphic Design Consultant is expected to deliver the following outputs over the course of the consultancy:

  1. Design and Layout for Communication Products (Print and Digital)

Development of high-quality layouts and designs for digital and printed needs, such as reports, brochures, presentations, infographics, and other campaign collaterals that align with ASEAN Foundation and partner branding guidelines. If the event organiser and collaterals vendor provide design support, the consultant shall guide and ensure alignment with ASEAN Foundation’s branding in close collaboration with the Senior Communications Officer and project team. In cases where the vendor cannot provide adequate design support, the consultant will develop and deliver the event branding kits and collaterals accordingly.

  1. Social Media Visual Packages

Creation of engaging visual materials for social media platforms, such as feed posts, stories, and other campaign-related formats. The Consultant is expected to regularly update or adjust visual styles and templates in response to evolving social media trends and campaign needs.

  1. Photo Editing, Motion Content, and Character Illustration

Provision of edited and enhanced photos for campaign use, ensuring consistency and visual quality across materials that align with the programme’s diverse audiences (youth, parents, caregivers, and the elderly).

Ability to create simple motion or animated content will be considered a strong advantage.

Development of original characters or illustrations that support campaign storytelling and resonate with different audience groups will also be considered a plus. If available, such examples should be included in the portfolio.

  1. File Management and Documentation

Maintain a clear and organised workflow for file management and collaboration, ensuring all design deliverables are properly named, version-controlled, and stored in shared folders (Google Drive/Sheets) for easy access and tracking.

  1. Editable Source Files and Final Outputs

Submission of editable design files (AI, PSD, INDD, or other relevant formats) along with final, publication-ready versions in appropriate formats (PDF, PNG, JPG, MP4, etc.).

  1. Revised Designs Based on Feedback

Delivery of final designs that incorporate revisions or feedback from the ASEAN Foundation team, submitted according to agreed deadlines and quality standards.

PERSON QUALIFICATIONS 

TIME FRAME

The duration of the consultancy for the Graphic Designer Consultant role is from December 2025 to December 2026 (with possibility of extension upon satisfactory evaluation). This timeframe reflects the recommended period needed to complete the required tasks, not the actual number of days worked. Due to the nature of the assignment, there will be periods where no active communications work occurs while the Consultant awaits feedback or approvals from the Programme Team or Communications Team of the ASEAN Foundation.

REMUNERATION 

A lump sum fee will be provided commensurate with the qualification and experience. The disbursement of the payment will be discussed upon contract signing between the Consultant and the ASEAN Foundation.  

INTELLECTUAL PROPERTY  

The existing intellectual property rights (including but not limited to patents, copyright and related rights) used in connection with this consultancy shall remain with the respective Party. Any new intellectual property rights resulting from or in connection with the Services under this consultancy (“New IPR”) shall belong to the ASEAN Foundation. For avoidance of doubt, New IPR shall include, but not limited to all or any reports as generated in accordance to the TOR and in relation to the service. This provision shall survive the termination of this service.  

The Consultant shall request prior written approval from the ASEAN Foundation for any use of intellectual property rights owned by the ASEAN Foundation as a result or in the course of the implementation of this service.  The ASEAN Foundation shall not be responsible to provide any approval whatsoever to the Consultant for any use of intellectual property from any other third party.
