About ASEAN Foundation

Three decades after ASEAN was established, ASEAN Leaders recognised that there remained inadequate shared prosperity, limited awareness of ASEAN, and insufficient people-to-people contact among the peoples of ASEAN. In response to these concerns, the ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur, Malaysia, on 15 December 1997. 

Since its establishment, the ASEAN Foundation has been mandated to support ASEAN’s community-building efforts by promoting greater awareness of ASEAN identity, advancing human resource development, strengthening people-to-people interaction, and fostering close collaboration among the business sector, civil society, academia, and other stakeholders across the ASEAN region.

The ASEAN Foundation works across six thematic areas: education; arts and culture: environment; media development; community building; and business community engagement. The Foundation delivers its programmes through community projects, training activities, scholarships, fellowships, internships, and exchange programmes. It also organises meetings, conferences, roundtables, and workshops in support of the ASEAN Community.

About eMpowering Youths Across ASEAN (eYAA) Programme

The eMpowering Youths Across ASEAN (eYAA) is a regional youth volunteerism programme implemented by the ASEAN Foundation with the support of the Maybank Foundation. Launched in conjunction with ASEAN Day on 8 August 2018, the programme was designed to empower youth and communities across the region through structured and meaningful social volunteerism. eYAA provides an experiential and educative learning platform for youth volunteers aged 19 to 35, enabling them to develop leadership, collaboration, and problem-solving skills through direct community engagement.

The eYAA Programme brings together youth volunteers from diverse backgrounds to collaborate with Civil Society Organisations (CSOs) and Social Enterprises (SEs) in addressing grounded and locally identified community challenges. Through the implementation of youth-led and community-based projects in areas such as education, environment, arts and culture, and community development, participants translate innovative ideas into practical solutions. This collaborative approach encourages cross-cultural understanding while strengthening people-to-people connections across ASEAN.

Since its inception, the eYAA Programme has been implemented across five cohorts, reaching communities in multiple ASEAN Member States. To date, the programme has positively impacted more than 100,000 beneficiaries across the region through its community-focused initiatives. Building on these achievements, eYAA: Cohort 6 continues to expand the programme’s reach by strengthening volunteer ecosystems and nurturing a new generation of socially responsible young leaders committed to a resilient, inclusive, and people-centred ASEAN.

Position Summary

The ASEAN Foundation is seeking a Graphic Design Consultant to support the visual and communication needs of the eYAA Programme throughout the implementation of eYAA: Cohort 6. The Consultant will be engaged for the duration of the cohort and will contribute to the development of high-quality visual materials that support programme implementation, communications, and related activities.

The Consultant will be responsible for designing and editing a wide range of static and dynamic visual assets. This includes static materials for digital and print platforms, as well as dynamic content such as videos and motion graphics, to support various communication and programme collaterals for eYAA: Cohort 6. The Consultant may also be required to support design needs related to events, capacity-building activities, documentation, and other programme-related materials as required.

In carrying out the assignment, the Consultant is expected to be proactive in advising, suggesting, and implementing creative concepts that effectively incorporate both functionality and aesthetics. The Consultant will work under the supervision of the Senior Project Officer for the eYAA Programme and the Communications Officer for the eYAA Programme, and will collaborate closely with the eYAA Programme team to ensure timely, consistent, and high-quality delivery of design outputs.

Qualifications and Experience Required

Essential:
– A minimum of three years of relevant professional experience in graphic design, visual communication, or a related field.
– A Bachelor’s degree in Graphic Design, Visual Communication Design, Fine Arts, or a closely related discipline.
– A strong portfolio demonstrating the ability to design and produce a wide range of static and dynamic visual materials for both digital and print platforms, including experience in basic video editing and motion graphics.
– Proficiency in industry-standard design and editing software, including but not limited to Adobe Illustrator, Adobe Photoshop, Adobe InDesign, Adobe Premiere Pro, Adobe After Effects, Canva, and CapCut, or equivalent software.
– Strong conceptual, creative, and out-of-the-box thinking skills, with the ability to translate briefs into functional and aesthetically coherent design outputs.
– Ability to manage multiple assignments simultaneously and deliver high-quality outputs within tight timelines.
– Strong communication skills and the ability to work collaboratively with teams.
– Ability to work independently with a high level of attention to detail, demonstrate initiative, and proactively provide creative input and recommendations.
– Proficiency in spoken and written English, with the ability to communicate effectively in professional settings.

Desirable:
– Experience working with international organisations, NGOs, or governments.
– Familiarity with branding and visual identity guidelines, particularly in multi-stakeholder or donor-supported contexts.
– Experience in designing materials related to youth development, education, community engagement, or volunteerism.
– Experience in supporting programme-related materials such as event collaterals, reports, or knowledge products.
– Basic understanding of communication strategies and audience-oriented design within development programmes.

Duties and Responsibilities

The Graphic Design Consultant shall be responsible for, but not limited to, the following:

– Design and produce a wide range of static and dynamic visual materials, including digital and print collaterals, videos, and motion graphics, to support the eYAA Programme.
– Support the development of design assets for social media, events, documentation, and other programme-related materials for eYAA: Cohort 6, as required.
– Translate briefs and programme needs into clear, functional, and visually compelling design outputs that align with the objectives of the eYAA Programme.
– Proactively advise and propose creative concepts, layouts, and visual approaches that enhance the clarity, usability, and aesthetic quality of programme materials.
– Ensure all design outputs comply with ASEAN Foundation, eYAA Programme, and donor branding and visual identity guidelines.
– Adapt and resize design materials for multiple platforms, formats, and usage requirements.
– Incorporate feedback and revisions from relevant stakeholders in a timely and professional manner.
– Coordinate closely with the Senior Project Officer for the eYAA Programme and the Communications Officer for the eYAA Programme, and, as required, support coordination with donor representatives, including the Maybank Foundation, to ensure consistency, accuracy, and timely delivery of design outputs.
– Manage multiple design tasks simultaneously while meeting agreed timelines and quality standards.
– Submit final deliverables in both editable and non-editable formats, in accordance with programme requirements.

Working Arrangements

The Consultant will work in a hybrid arrangement, with two office visits per week (on Mondays and Thursdays), or on a case-by-case basis, as required.

Intellectual Property Rights

All existing intellectual property rights, including but not limited to patents, copyrights, and related rights, owned by either Party prior to the commencement of this consultancy shall remain the property of the respective Party. Any new intellectual property rights arising from or in connection with the Services under this consultancy, including but not limited to all designs, materials, reports, and other deliverables produced in accordance with this TOR (“New IPR”), shall vest exclusively in the ASEAN Foundation. This provision shall survive the termination or expiry of this consultancy. The ASEAN Foundation shall have the unrestricted right to use, reproduce, adapt, modify, publish, and disseminate the New IPR, in whole or in part, in any format or medium, without limitation or additional compensation to the Consultant.

The Consultant shall obtain prior written approval from the ASEAN Foundation for any use of intellectual property rights owned by the ASEAN Foundation that arises from or is created in the course of this consultancy. The ASEAN Foundation shall not be responsible for obtaining any approvals or licences for the use of intellectual property rights belonging to any third party. The Consultant warrants that all deliverables are original and do not infringe any third-party intellectual property rights. Where third-party materials are used, the Consultant shall obtain all necessary permissions and licences and shall indemnify the ASEAN Foundation against any claims arising from intellectual property rights infringements related to the consultancy outputs.

Recruitment Timeline

The recruitment process for the Graphic Design Consultant is expected to follow the timeline below:

• Call for Applications: 24 December 2025 to 4 January 2026
• Technical Test: 5 to 7 January 2026
• Interview: 8 to 9 January 2026
• Agreement Signing and Onboarding: 12 to 13 January 2026

Please note that the above timeline is subject to change at the discretion of the ASEAN Foundation.

Remuneration

A lump-sum fee will be provided, commensurate with the Consultant’s qualifications and experience. The Consultant shall be remunerated on a monthly basis upon submission of a Monthly Timesheet, with a minimum of 160 working hours per month. Payment will be processed within fourteen (14) working days following the approval of the Monthly Timesheet.
