Background
With support from Google.org, the ASEAN Foundation is implementing the Scam Ready ASEAN Programme to address the increasing threat of online scams and cyber fraud across ASEAN. This threat has escalated due to rapid digitalisation, widespread adoption of online payment systems, socio-economic pressures, and the increasing sophistication of scam tactics—including those enabled by artificial intelligence. The resulting financial and social harm has had a profound impact on individuals, families, and communities across ASEAN.
The programme aims to strengthen digital resilience by expanding access to scam prevention resources, delivering large-scale training, fostering regional policy dialogues, and launching a regional social media campaign. A key component of the programme is interactive ‘Be Scam Ready’ game, targeted to reach 3 million users as an engaging tool for building practical scam awareness. Complementing this, a Train-the-Trainer model will empower 2,000 Master Trainers to deliver in-depth sessions to 550,000 end-beneficiaries, including youth, parents, and the elderly. Together, these efforts strengthen digital confidence and nurture a culture of looking out for one another, helping communities stay vigilant and safe online.
About Be Scam Ready Game
The Be Scam Ready game is a role-based, scenario-driven educational tool designed to help users recognise common scam patterns and respond appropriately. Players engage with realistic situations, make decisions, and observe outcomes that build critical thinking and scam-prevention skills.
The game is currently available in English and Thai, with localisation into additional ASEAN languages underway.

Purpose of the Consultancy
The purpose of this consultancy is to engage Community Mobilisation Partners to enable, coordinate, and catalyse participation in the Be Scam Ready educational game across ASEAN.
The Partners’ primary responsibility is to support gameplay participation outcomes by mobilising communities and networks and facilitating pathways that encourage individuals to actively play and complete the game.
Social marketing will be integrated into mobilisation activities to support audience engagement and facilitate progression from initial awareness to active gameplay participation.
The overall performance ambition for this consultancy is to contribute meaningfully towards achieving 784,000 verified gameplays by November 2026.
Geographic Focus
Activities under this consultancy will be implemented across ASEAN Member States, with differentiated levels of implementation intensity.
- Primary implementation countries: Indonesia, Thailand, and the Philippines. These countries are expected to generate higher volumes of gameplay participation and will therefore receive more intensive mobilisation efforts.
- Secondary implementation countries: Singapore and Malaysia. Engagement in these countries will focus on lower-volume, targeted mobilisation, aligned with local contexts and participation patterns.
The Community Mobilisation Partners may propose additional engagement in other ASEAN Member States where feasible, based on operational readiness and existing networks.

Scope of Work and Responsibilities
Under the supervision of the Senior Communications Officer and the Project Manager of Scam Ready ASEAN, and with guidance from the Head of Strategic Planning and Business Development and the Head of Communications of the ASEAN Foundation, the Foundation will define strategic objectives and expected outcomes.
The contracted Community Mobilisation Partners shall design and implement an outcome-oriented mobilisation approach, enabling individuals and communities to play, complete, and reflect on the Be Scam Ready game.
The Partners are granted flexibility to determine the most effective and efficient mobilisation methods, provided activities are ethical, inclusive, and aligned with scam-prevention and digital literacy objectives.
The Partners will work closely with the Scam Ready ASEAN Monitoring and Evaluation (M&E) team to ensure accurate tracking and reporting.
Mobilisation and Engagement Framework
Mobilisation activities shall support the following pathway:
Awareness → Consideration → Trial → Gameplay Completion → Feedback → Game-Sharing and Advocacy (where feasible)
Game-sharing and advocacy are encouraged and may be tracked as indicative outcomes of engagement; however, they do not constitute contractual deliverables and are not included as key performance indicators for this consultancy.
Monitoring, Reporting, and Feedback
The Community Mobilisation Partners shall:
- Provide access to a live gameplay tracking mechanism;
- Submit quarterly progress reports aligned with the calendar year;
- Collect and synthesise participant feedback from gameplay engagement;
- Submit a final implementation and learning report in November 2026.

The above time frame is subject to adjustments and shall be discussed between the ASEAN Foundation and the Consultant.
Payment Terms
Payments shall be made in four tranches, subject to satisfactory completion and approval of deliverables and verification of outcomes:
- Tranche 1 (15%): Upon Signed Agreement and approval of Deliverable 1 are completed.
- Tranche 2 (25%): Upon approval of Deliverable 2 is completed.
- Tranche 3 (25%): Upon approval of Deliverable 3 is completed.
- Tranche 4 (35%): Upon approval of Deliverable 4 including submission of the final report are completed.
Payment will be made within fourteen (14) working days counting from the submission of the receipts, original invoice, and other relevant supporting documents satisfactorily.
Requirement and Qualifications
The Community Mobilisation Partners should demonstrate:
- A technical proposal submission demonstrating proposed strategy and implementation plan
- A company profile or portfolio with relevant previous projects and clients
- A minimum of five (5) years’ experience in community engagement, public education, or social impact campaigns;
- Proven experience in behaviour change, digital transformation, or scam-prevention initiatives;
- Strong networks enabling rapid mobilisation in one or more primary implementation countries;
- Capacity for outcome-based delivery, monitoring, and reporting. Provide sample of works/report;
- Experience working with ASEAN institutions, NGOs, or development partners is a plus.
- Demonstrated creativity and budget efficiency in campaign planning and execution.
- Submission of at least two (2) professional reference letters from previous clients or partners.

This should include how the organisation will encourage participation in and completion of the Be Scam Ready game, the organisation’s relevant experience and networks, key risks and anticipated challenges, and the proposed mitigation measures.

Proposals demonstrating strong creativity and budget efficiency will be prioritised. The proposal submitted at this stage is for evaluation purposes only; final strategies and activity plans will be developed and approved during the inception phase after contracting.
