Background
In today’s technology landscape, while there are massive opportunities arising from digital advancement, it can also be disruptive, presenting unique challenges and harm loss. Digital scams and cyber fraud are among the major issues rising across ASEAN. In 2024, the region faced financial loss of up to USD 23,6 billion in Southeast Asia, 37 billion in Southeast Asia and East Asia.[1] Increasingly sophisticated scams continue to emerge due to the rise of AI and the widespread use of online payment systems, social and economic pressures, and cross-border enforcement challenges, leading to financial loss and exploitation. Notably, Malaysia and Indonesia have seen a 40% increase in document fraud, while Singapore, Thailand, and Viet Nam report growing losses from QR payment scams and phishing.[2] Additionally, certain areas within the region have been noted for cross-border challenges related to transnational online fraud, such as a hub for scammers who operate their global criminal activities from these SEA bases. Subsequently, Artificial Intelligence (AI) has rapidly transformed sectors like governance and finance.
These challenges underscore the need for strong governance and joint collaboration to help communities recognise and respond to scams whenever they arise. Building on this, at the regional government level, ASEAN has established the Anti-Scam Working Group at the 5th ASEAN Digital Ministers Meeting in 2025, committing to establishing national Anti-Scam Centres across ASEANAPOL Member Countries.
To contribute to these efforts, the ASEAN Foundation, with support from Google.org, will implement the Scam Ready ASEAN programme from 2025 to 2027 to help ASEAN communities protect themselves from scams. This initiative will expand access to online scam prevention resources, including through a gamification approach, the new ‘Be Scam Ready’ game for 3 million people to increase user resilience against online scams and fraud, foster digital confidence and critical thinking. This initiative encompasses Training of Trainers as part of the core activities by empowering 2,000 Master Trainers, who will then continue to deliver in-depth training to 550,000 end-beneficiaries, including youth, parents, and the elderly. Complementing this, the programme will strengthen public-private collaboration through a series of regional and national policy convenings to strengthen the region’s response to online scams. This 2.5-year programme will equip the ASEAN communities with the skills and awareness to detect and respond to scams, particularly those leveraging AI technologies, while strengthening digital confidence and resilience.
General Objective
The programme aims to strengthen digital resilience across ASEAN by equipping communities with the awareness and skills to recognise, prevent, and respond to online scams. This will be achieved through capacity-building for up to 2,000 Master Trainers and 550,000 individuals.
To support this objective, a centralised Resource Hub will be developed as the primary platform for anti-scam learning materials, connecting Master Trainers and learners while enabling coordinated knowledge dissemination and collective vigilance. The platform will also promote multi-stakeholder collaboration by showcasing joint public-private efforts, serving as a gateway to ASEAN Foundation knowledge assets, programme data, and impact information of the Scam Ready ASEAN initiative.
The platform is expected to promote ASEAN identity, be accessible in all 11 ASEAN languages, and include features of anti-scams courses, anti-scams reports in the region, programme’s success stories, and subscriber notifications for content updates.
Accordingly, we seek a qualified Consultant to design and develop a robust, user-friendly Resource Hub that effectively supports anti-scam literacy delivery and regional knowledge sharing.
Scope of Work of the Consultant
Under the guidance of the Head of Communication of the ASEAN Foundation and the Project Manager, and in close coordination with the Senior Project Officer, the Consultant will be responsible for:
- Designing the overall framework and developing the Resource Hub platform
- Developing and integrating key features, including the Be Scam Ready gamification tool, and relevant AI-enabled tools, knowledge management, content generation (such as Gemini, NotebookLM, Veo 3, etc)
- Delivering training to the Scam Ready ASEAN team on platform management and optimisation
- Providing one-year and six-months maintenance support
- Content Planning and Integration
- Develop and manage the overall content architecture and learning structure of the platform in consultation with the Scam Ready ASEAN team.
- Collect and integrate learning materials provided by Scam Ready ASEAN and its stakeholders.
- Configure learning components in accordance with the approved learner journey, including assignments, assessments, gamification elements, and learner/trainer progress tracking.
- Develop and deploy a question bank functionality enabling trainers to generate quizzes and assessments by selecting from a pre-populated pool of questions.
- Platform Design and Development
- Design user journeys and workflows in consultation with the Scam Ready ASEAN team.
- Develop the platform’s information architecture, user interface, and interactive features.
- Provide a minimum of three (3) design concepts aligned with ASEAN Foundation and Google.org branding guidelines, for review and approval.
- Ensure the platform design is responsive, mobile-friendly, and compatible with major browsers and devices.
- Develop inclusive and gender-responsive visual elements incorporating ASEAN colour elements and accessibility features, including support for users with visual impairments and colour blindness.
- Ensure platform performance, quality, security, scalability, and responsiveness.
- Enable automated user registration and subscriber management.
- Provide a minimum of five (5) administrator accounts with full access rights to manage platform content and users.
- Identify, resolve, and prevent technical issues, including bugs and system bottlenecks.
- Enable seamless integration with other platforms through open API functionality.
- Implement effective in-site search and content aggregation features, including interaction with social media platforms.
- Ensure platform accessibility under low-bandwidth conditions.

- Monitoring, Reporting, and Analytics
- Develop automated reporting features covering learner performance, course completion rates, and other agreed indicators.
- Implement a dynamic dashboard providing real-time insights into learner progress and course outcomes to support data-driven decision-making.
- Quality Assurance, Warranty, and Capacity Building
- Conduct comprehensive testing and quality assurance prior to platform launch.Provide one year and six months post-launch warranty covering system performance, functionality, and interface issues, including errors resulting from user actions or system failures.
- Deliver training to designated personnel responsible for platform administration and maintenance upon completion of the warranty period
- Minimum Technical and Functional Requirements
By the completion of the consultancy, the platform shall meet the following minimum requirements:
- Open-source LMS customised to Scam Ready ASEAN’s branding, logo, and visual identity.
- Main section as a repository of anti-scams reports and stakeholder insights.
- Learning functionalities including:
- Core learning modules developed by the ASEAN Foundation.
- Course enrolment features (batch settings, assessments, grading, and certification).
- Adapted courses and toolkits developed by local implementing partners and available in local languages.
- Gamified learning components (scope to be confirmed).
- Integrate relevant AI-enabled tools for knowledge management, content generation, and workflow support into the platform (such as Gemini, NotebookLM, VeO3, etc)
- A discussion forum enabling interaction among users across all eleven (11) ASEAN Member States, with integrated AI-powered translation to support multilingual participation.
- Notification and alert systems for learners.
- Informational sections including:
- Overview of Scam Ready ASEAN and its key activities
- Impact mapping, success stories/testimonials
- Courses and discussion room
- Trainer and learner switch journey
- Learner-level and course-level reporting dashboards.
- In-site search functionality accessible across all pages.
- Compatibility with Windows, macOS, iOS, Android, tablets, and major internet browsers.
- Capacity to support a minimum of 550,000 users within the stipulated project period.
- Robust data security, privacy protection, and user support mechanisms.
Methodology and Task to be Performed by Consultant
The Consultant is responsible for the design, development, testing and finalisation of the learning platform until it is live.
Project Management
We will require the Consultant to work closely with the Scam Ready ASEAN programme team to discuss the platform development, validate critical objectives, and develop a plan to guide the platform through completion.
Not all meetings will require being face-to-face. They could be done using virtual meetings, which the ASEAN Foundation or Consultant will set up. Also, we will expect at least one status meeting each week, which may require more touchpoints, given the pace and importance of this e-learning platform.
The Consultant will provide access to an online issue/bug tracking system for posting deliverables, receiving feedback, and reporting issues once the platform goes live.
We also expect the design and interface to be simple, attractive, and visually compelling such as most of the free courses platform worldwide. The platform should be user-friendly for all users and should not require training or tutorials.
Expected Outputs, Deliverables, and Time frame

The above time frame is subject to adjustments and shall be discussed between the ASEAN Foundation and the Consultant.
Duty Station and Duration of Assignments
This consultancy can be done remotely. The duration of the consultancy is from 1 February 2026 to 30 October 2027.
Terms of Payment
The payment will be disbursed in three tranches as follow:
1. 30% upon the signing of Agreement and after Deliverable 1 (one) is completed.
2. 50% after Deliverables 2 – 7 are completed
4. 20% after Deliverables 8 is completed
Intellectual Property
All information pertaining to this assignment belongs to the ASEAN Foundation. Meanwhile, duties under this assignment shall remain the property of the ASEAN Foundation and Google.org who shall have exclusive rights over their use. Except for purposes of this assignment, the information shall not be disclosed to the public nor used in whatever manner without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.
Requirement and Qualifications
Bidders must meet all minimum eligibility criteria. Failure to comply may result in disqualification.
A. Minimum Eligibility Criteria
- Submission of one (1) technical proposal outlining the methodology and approach for platform development, including design, user journey, and implementation plan. A platform mock-up is an added value.
- Minimum five (5) years of experience in designing, developing, and delivering open-source Learning Management System (LMS) or Resource Hub Platform development. Provide business legal certificates.
- Proven ability to develop and maintain widely adopted open-source or LMS platforms. Provide at least three (3) completed projects within the last seven (7) years and links to at least two (2) previous Resource Hub or LMS platforms.
- Demonstrated experience in web development, interface design, deployment, and post-launch support in the education or international development sector. Provide project portfolio or case summaries in proposal.
- Expertise in creating intuitive, navigable, and accessible platform interfaces for diverse users. Provide a minimum of three (3) client reference letters confirming performance.
- Proven capacity to implement robust data protection and privacy measures.Provide description of security practices, policies, or compliance standards applied in the proposal.
B. Technical Evaluation Criteria
Bidders meeting the minimum eligibility criteria will be assessed against the following technical criteria.
- Experience delivering projects funded by ASEAN entities or UN agencies, philanthropies and global led tech companies. Provide project descriptions and client details in the proposal.
- Experience developing platforms for a high number of users. Provide project summaries indicating target users in the proposal.
- Proven ability to customise technical solutions and provide responsive user support. Include support arrangements or client testimonials in the proposal.
- Experience implementing projects at regional and/or international levels.
