BACKGROUND
The ASEAN Foundation, with support from TikTok, is implementing the ASEAN LIVE Creators for Change Programme in 2025. This programme aims to empower 18 creators from 10 ASEAN member states to produce meaningful conversations that educate and inspire digital society on sociocultural topics and ASEAN awareness.
Over the six-month journey, the selected creators have participated in onboarding and training sessions from the ASEAN Foundation and TikTok representatives, and collaborative actions to enhance their LIVE technicalities, storytelling, and their impact across ASEAN. As part of their rewards, the Top 3 creators were invited to join the ASEAN Social Enterprise Development Programme (ASEAN SEDP) 4.0 Regional Workshop in Bangkok, Thailand. At this workshop, they had the opportunity to share their journey, engage with social enterprises and potential partners, and collaborate with MSMEs from the ASEAN SOAR Programme.
Beyond the awarding, the programme itself has a significant impact: it amplifies diverse voices across the region, strengthening cross-cultural communication and identity among the ASEAN community, and demonstrates how digital platforms like TikTok LIVE can be a powerful tool to spark impactful conversation and collaboration. Many of the creators have begun to share their success stories, from raising awareness of disability and inclusion, educating the audience on scholarships and opportunities, to promoting the diversity and richness of ASEAN’s cultural heritage. Their stories show how meaningful storytelling and collaborative actions can give a tangible impact to the digital society.
To ensure the achievements and success story receive wider visibility and highlight the participation of the Top 3 creators in the SEDP Regional Workshop, the ASEAN Foundation is seeking a Media Engagement Consultant who can support the programme to receive good coverage from the media in Indonesia, Malaysia, and Singapore.
DUTIES AND RESPONSIBILITIES
In collaboration with the Project Specialist and Communications Officer for the ASEAN LIVE Creators for Change Programme, and under the guidance of the Head of Communications of ASEAN Foundation, the consultant will carry out the following assignments:
- Develop impact stories in English, Malay, and Bahasa Indonesia, highlighting:
- Their personal transformative journey of top three creators.
- The overall milestones of the ASEAN LIVE Creators for Change Programme
- Quotes from the ASEAN Foundation and TikTok.
- Compelling photos and/or visual assets from the programme.
- Disseminate the impact stories to media outlets in Indonesia, Malaysia, and Singapore.
- Produce the coverage report summarising the outreach and impact of the impact stories.
EXPECTED OUTCOME AND OUTPUTS
OUTCOME:
- At least 5 media coverages in tier 1 online & print media in Indonesia.
- At least 5 media coverages in tier 2 online & print media in Indonesia.
- At least 5 media coverages in tier 1 online & print media in Malaysia.
- At least 5 media coverages in tier 2 online & print media in Malaysia.
- At least 5 media coverages in tier 1 online & print media in Singapore.
- At least 5 media coverages in tier 2 online & print media in Singapore.
OUTPUTS:
- 1 impact story in English, 1 impact story in Indonesian, and 1 impact story in Malay.
- 1 proposed list of media outlets in Indonesia, Malaysia and Singapore that are interested in covering the programme.
- 1 live coverage report (during 2 weeks upon the release of the impact story)
- 1 final coverage report including:
- Relevant data, i.e. total media coverage and total PR value,
- Total reach and audience demographic.
- Positive sentiment analysis.
- Key highlights from the media coverage.
TIMELINE:
The duration of this consultancy is from 14 October to 25 November 2025, covering pre-event media engagement, the launch itself, and post-event monitoring and reporting.

*The above timeline is subject to adjustments and shall be discussed between ASEAN Foundation and appointed vendor.
INTELLECTUAL PROPERTY RIGHTS:
The existing intellectual property rights (including but not limited to patents, copyright and related rights) used in connection with this Agreement shall remain with the respective Party. Any new intellectual property rights resulting from or in connection with the Services under this Agreement (“New IPR”) shall belong to the ASEAN Foundation. For avoidance of doubt, New IPR shall include, but not limited to all or any reports as generated in accordance with this TOR and in relation to the Services.
The Vendor shall request prior written approval from the ASEAN Foundation for any use of intellectual property rights owned by the ASEAN Foundation as a result or in the course of the implementation of this service. The ASEAN Foundation shall not be responsible to provide any approval whatsoever to the Consultant for any use of intellectual property from any other third party.
QUALIFICATION AND EXPERIENCE REQUIRED:
- A professional PR Agency/consultant
- Has experience in working/engaging ASEAN entities
- Has excellent media networks in Indonesia, Malaysia, and Singapore
- Possess good flexibility in receiving last-minute changes and request from the client
- Able to work under pressure and meet tight timelines without affecting the quality of the work results

IMPORTANT NOTES
In line with the ASEAN Foundation’s payment terms, the final payment will be made within 14 working days upon completion of all deliverables and receipt of the vendor’s invoice.
