Background
Continuing the success of ASEAN Social Enterprise Development Programmed (SEDP) Phase 1 until Phase 3 from 2021 to 2024, the ASEAN Foundation – with support from TikTok and SAP – is implementing the ASEAN SEDP 4.0 in 2025 with a goal of empowering social enterprises across the ASEAN region through promoting productivity, technology, and innovation, increasing access to finance, enhancing market access and internationalisation, and promoting entrepreneurship and human capital development. Since its inception in 2021, ASEAN SEDP has been empowering 70 social enterprises and 280 social entrepreneurs in Southeast Asia through virtual training and mentorship, seed grants, and business matchmaking, connecting them with investors and ACCMSME (ASEAN Coordinating Council on MSME)-nominated officials. This year, 30 social enterprises, ranging from early to growth stage, across 10 ASEAN countries have been selected to participate in ASEAN SEDP 4.0.
Under the theme “Empowering Social Enterprises to Drive Meaningful Change in ASEAN”, the 30 social enterprises already completed 16 sessions of customised virtual training in June and July 2025. They also pitched their proposed projects in Virtual Demo Day in August 2025. A total-grants of USD 40,000 will be distributed to all 30 social enterprises to implement their proposed projects. From September to December 2025, they will implement the projects and participate mentorship sessions.
In addition to the training and mentorship, they will also attend Regional Workshop in Bangkok, Thailand, from 20-22 October 2025. To support the goal of enhancing access to finance and policymaking, this Regional Workshop comprises of social enterprise exhibition, business matchmaking, and networking dinner which will connect the social entrepreneurs with ACCMSME-nominated officials and potential investors, including venture capitals and angel investors. These will serve as avenue for the social enterprises to foster relationship with ACCMSME officials, which can be a pathway to voice their aspiration to policymaking and showcase their impacts to ASEAN policymakers.
To ensure that the Regional Workshop receives good coverage from the media in Thailand and Indonesia, the ASEAN Foundation is looking to hire a proficient media engagement consultant.
Duties and responsibilities
In collaboration with the Project Coordinator and Communications Consultant for the ASEAN Social Enterprise Development Program 4.0 (ASEAN SEDP 4.0), and under the guidance of the Head of Communications of ASEAN Foundation, the consultant will carry out the following assignments:
- Develop press release in English, Indonesian and Thai language, highlighting the Regional Workshop agenda, including the welcoming session and talk show, social enterprise exhibition and business matchmaking, demo day and TikTok challenge winners. Additionally, the press release shall include key information on ASEAN SEDP 4.0, its significance for social enterprises in ASEAN, and the regional partnership between ASEAN Foundation, TikTok, and SAP. The press release will also feature quotes from the three organisations and photos from the event.
- Disseminate the press release to media outlets in Indonesia and Thailand.
Expected outcome and outputs
Outcome:
- At least 5 media coverages in tier 1 online & print media in Indonesia.[1]
- At least 5 media coverages in tier 2 online & print media in Indonesia.
- At least 5 media coverages in tier 1 online & print media in Thailand.
- At least 5 media coverages in tier 2 online & print media in Thailand.
Outputs:
- 1 press release in English, 1 press release in Indonesian, and 1 press release in Thai language
- 1 proposed list of media outlets in Indonesia and Thailand who are interested to cover the event
- 1 live coverage report (during 2 weeks upon the release of press release)
- 1 final coverage report including relevant data, i.e. total media coverages, total PR value, total reach, positive sentiment, coverage highlights, and the demographic info of the readers from the media.

Intellectual Property Rights
All information pertaining to this project belonging to the ASEAN Foundation, which the consultant may come into contact within the performance of his/her duties under this assignment, shall remain the property of the ASEAN Foundation, which shall have exclusive rights over their use. Except for this assignment, the information shall not be disclosed to the public nor used in whatever without written permission of the ASEAN Foundation in line with the national and International Copyright Laws applicable.
Qualification and Experience Required
- A professional PR Agency/consultant
- Has experience in working/engaging ASEAN entities
- Has excellent media networks in Indonesia and Thailand
- Possess good flexibility in receiving last-minute changes and request from the client
- Able to work under pressure and meet tight timelines without affecting the quality of the work result
