Background
Three decades after ASEAN was established, ASEAN Leaders recognised that: there remained inadequate shared prosperity, ASEAN awareness and contact among people of ASEAN.
It was of this concern that ASEAN Leaders established the ASEAN Foundation during ASEAN’s 30th Anniversary Commemorative Summit in Kuala Lumpur Malaysia on 15 December 1997.
After its establishment, the ASEAN Foundation has been tasked with supporting ASEAN’s community-building efforts by promoting greater awareness of the ASEAN identity, human resource development, people-to-people interaction, and close collaboration among the business sector, civil society, academia, and other stakeholders in ASEAN.
We continue to complement ASEAN priorities. To date, we work to strengthen the ASEAN Community.
We work in six thematic areas: arts and culture, business and community engagement, education, environment, media development, and community building. We provide support through community projects, trainings, scholarships, fellowships, internships, and exchanges. We also organise meetings, conferences, roundtables, and workshops in support of the ASEAN Community.
Position Summary
Reporting to the Head of Strategic Planning and Business Development, the Project Manager will lead the implementation and coordination of the ASEAN Anti-Scams Programme.
About the programme
The ASEAN Foundation, with funding support from Google.org, is implementing the Anti-Scams Programme to address the increasing threat of online scams and cyber fraud across ASEAN and Timor-Leste. The programme will expand access to scam prevention resources, deliver large-scale training, foster regional policy dialogues, and implement a regional social media campaign. It aims to reach 3 million people with digital safety resources, certify 2,000 Master Trainers, and equip 550,000 end beneficiaries with the skills to recognise and respond to scams.
The Project Manager will lead and coordinate the overall implementation of the ASEAN Anti-Scams Programme. He/She will be responsible for ensuring the timely delivery of project activities, efficient use of resources, and compliance with donor and ASEAN Foundation requirements. The Project Manager will also serve as the primary liaison between the ASEAN Foundation, local implementing partners, ASEAN and government stakeholders, and donors.
Functional Relationship

Roles and Responsibilities
Programme Management and Execution:
- Oversee the daily operations and strategic direction of the ASEAN Anti-Scam Programme
- Develop and maintain a detailed project implementation plan aligned with project objectives and deliverables.
- Oversee the execution of key activities, including curriculum development, Train-the-Trainer rollout, policy convenings, and media campaigns.
- Ensure delivery of core project targets: reaching 3 million people with digital safety resources, certifying 2,000 Master Trainers, and equipping 550,000 end beneficiaries with the skills to recognise and respond to scams.
- Coordinate with local implementing partners (LIPs) to ensure effective community-based delivery and localisation of the programme.
Stakeholder Engagement and Partnership Development:
- Serve as the focal point for ASEAN Secretariat, national Anti-Scam Centres, government agencies, private sector actors, non-profits, and academic partners.
- Facilitate collaboration with global partners such as ISOC, GCA, and others to enrich project content and outreach.
- Organise and support regional and local policy dialogues, ensuring alignment with ASEAN’s Anti-Scam Working Group.
Financial and Administrative oversight:
- Manage the project budget (USD 5,000,000), ensuring cost-effective use of resources in compliance with donor requirements.
- Supervise procurement, contracting, and reporting processes in coordination with the Finance and Administration team.
Monitoring, Evaluation, and Reporting:
- Oversee project monitoring and evaluation frameworks, including baseline, pre/post surveys, and quarterly/annual reports.
- Track progress against agreed KPIs, especially the reach of 3 million beneficiaries, 2,000 Master Trainers certified, and 550,000 end beneficiaries trained.
- Ensure timely submission of annual reports (31 January each year) and the Final Impact Report (31 January 2028).
Communication and Visibility:
- Provide strategic oversight and guidance on the planning, execution, and monitoring of all communications and outreach activities under the programme.
- Oversee and proactively contribute to the successful rollout of the Anti-Scam Social Media Campaign and Influencer Programme.
- Guide the creation and production of compelling success stories, presented through written narratives and/or video content to showcase programme impact.
- Ensure that all project communications comply with ASEAN Foundation and donor visibility guidelines.
Team Management:
- Supervise project staff and consultants to ensure effective coordination and capacity building.
- Provide mentorship, guidance, and performance management support.
- Lead the documentation and dissemination of best practices and lessons learned, ensuring these insights are systematically applied to strengthen team performance.
Education and Experience:
Essential Qualifications and Skills:
Education
- Academic Background: Master’s degree in project management, International Development, Public Policy, Social Sciences, or related fields.
Experiences
- Experience: A minimum of 5 years of progressively responsible experience in project management, preferably in regional or multi-country programmes.
- Demonstrated experience managing large donor-funded projects (preferably above USD 2 million).
- Proven track record in stakeholder engagement, including with governments, NGOs, and the private sector.
- Strong knowledge of digital literacy, online safety, or cybercrime prevention initiatives is an advantage.
- Experience in curriculum development, training delivery models, or large-scale capacity-building programmes.
- Familiarity with ASEAN institutions and regional cooperation frameworks is highly desirable.
Desirable Skills:
- Public Engagement: Experience in policy advocacy and public speaking.
- Multilingual: Proficiency in another ASEAN language, in addition to Bahasa Indonesia, is a plus.
- Event Management: Experience in organising and managing project-related events.

- Multi-Tasking: Comfort with managing diverse and simultaneous tasks.
Remuneration and Benefits
A monthly salary range of IDR 28,000,000 – IDR 32,000,000, exclusive of benefits, will be offered commensurate with the candidate’s experience and qualifications. Annual salary increments may be granted, subject to the supervisor’s performance assessment ratings and in accordance with the internal policies of the ASEAN Foundation. The successful candidate is expected to take on duties as soon as possible.
