ASEAN Social Enterprise Development Programme

The ASEAN Social Enterprise Development Programme (ASEAN SEDP) is a flagship initiative of the ASEAN Foundation, first launched in 2021 with the support of SAP and GIZ. Since ASEAN SEDP 2.0, the programme has also been supported by TikTok as a strategic partner. The programme continues to empower youth-led social enterprises across ASEAN by fostering innovation, inclusion, and sustainability through capacity building, mentorship, and facilitation to market and seed funding.

The programme plays a vital role in nurturing an ecosystem where social enterprises thrive. Through capacity development workshops, mentoring sessions, and regional showcases, the programme equips emerging social entrepreneurs with essential skills to address complex societal challenges such as inequality, poverty, and environmental degradation.

The ASEAN SEDP aims to contribute to the realisation of the ASEAN Economic Community and ASEAN Social Cultural Community Blueprints 2025, especially the ASEAN Strategic Plan for SME Development 2016–2025 by promoting inclusive economic growth, strengthening youth participation, and advancing the social enterprise agenda. It also aligns with the UN Sustainable Development Goals, particularly those concerning decent work and economic growth, reduced inequalities, and sustainable communities.

The ASEAN SEDP is now in its fourth cycle, with expanded reach to Timor-Leste and a goal to empower 30 social enterprises. Since its launch in 2021, the programme has supported 70 social enterprises, directly equipping over 280 entrepreneurs with skills and knowledge through capacity building and mentorship from experts at TikTok and SAP.
